No. To preserve the accuracy and precision of the answer, you want to keep the sig-fig rule rounding to last.

You would multiply 5.4 and 4.365, then add (3.2-9.80), and knock off the last two decimals to get, simply, '17'.

The work is below:

5.4*4.365 = 23.571

+ 3.2 = 26.771

- 9.80 = 16.971

only two sig-figs:

16.9 rounds to 17
