How do they get the 'figs' in the 'fig rolls'?

They use a machine that uses a syringe like nozzle to pump in the fig puree inside the empty roll shell.

Either that, or the shell is half with a cavity in the center where the fig is placed, then the top half covers the roll and it is baked/cooked a bit to let the two halves close up.
